ARTC (Auto Rescue Tools & Computers) supplies tools that interface directly with vehicle immobilizer and security systems. Sale of these items is regulated by federal and state law. As a NASTF participant, we enforce a verification process to ensure only qualified professionals receive access.
Restricted Product Categories
Purchase of any item in the following categories is blocked until verification is approved:
- Key programmers (AutoProPAD, Autel IM series, OBDSTAR G3, and similar)
- Key cutting machines (Triton, Black Widow, Silca, and similar)
- Automotive keys, key blades, transponders, and smart keys
- Lishi pick/decoder tools (lockpicks)
- Lockout tools
Orders placed before verification will be held pending approval.

- Licensed automotive repair shops
- Licensed locksmiths
- NASTF-registered professionals
- Mobile automotive security specialists

Accepted Proof (driver's license + any one)
Submit a copy of your US or Canadian driver's license alongside one of the following:
- State automotive repair license or locksmith license
- Screenshot of your NASTF account landing page (redact your VSP ID before sending)
- Business license
- ASE certification
- Auto repair shop insurance certificate
- Photo of your shop and a business card
